Andrew O’Keeffe

Andrew is the founder of CREATE.

Andrew’s knowledge and experience in the engineering profession has provided him with a deep understanding of industry dynamics, commercial insight, importance of positive culture, and operational excellence.

Andrew is a Registered Professional Engineer of Queensland (RPEQ) with over 18 years of professional experience delivering infrastructure projects in consulting and government environments.

Andrew has significant experience in the feasibility, planning, design and construction quality assurance of major road corridor, road rehabilitation, signalised intersection, active travel and airport infrastructure upgrades.

He is an expert in pavement engineering including light and heavy duty flexible and rigid pavements for roads, highways, airports, haulage and ports.

He has a special interest and expertise in:

  • Local government infrastructure

  • Major road corridor, intersection upgrades, active travel and road safety

  • Pavement engineering and rehabilitation strategies

  • Subgrade treatment and mitigation strategies

  • Quarry assessment and local materials integration

  • Airport planning and design

Managing Director & Principal Engineer

Kate O’Keeffe

Kate brings extensive experience in business operations, commercial management, and client engagement having previously run family businesses.

Her role extends beyond financial oversight — she supports the operational performance of the business by managing project invoicing, monitoring budgets, overseeing cash flow, and ensuring commercial alignment across the business.

Working closely with the Managing Director, project teams, and clients, Kate contributes to financial administration and commercial reporting.

She plays a key role in ensuring CREATE operates efficiently, transparently, and sustainably while supporting the delivery of high-quality engineering outcomes.

Sarah Tuxford

Sarah is responsible for overseeing CREATE’s Quality Management System and ensuring the consistent delivery of high-quality engineering services.

She brings a strong understanding of industry standards, regulatory compliance, and best-practice processes within the engineering consulting environment.

Working closely with the Managing Director and project teams, Sarah ensures quality assurance procedures are embedded across all stages of project delivery.

She manages internal audits, supports continuous improvement initiatives, and promotes a culture of accountability and excellence.

Her role is integral to maintaining the technical integrity, consistency, and reliability that underpin CREATE’s work.
